In verb ing or to infinitive?

In the following sentence, which one is correct? And when do you use ' in verbing' and ' to infinitive"? Any difference in terms of meaning or usage?

"The first step in creating a sandwich is to get the ingredients," vs"The first step to create a sandwich..."

No one was more qualified in asking for a sandwich than John," vs "No one was more qualified to ask for ...
