"We have always striven for peaceful relations with all our neighbours. Even with a vibrant democracy and a prospering economy, we cannot ignore the security calculus. Our prime minister's willingness to resume the dialogue with Pakistan must be seen in this context," asserted Antony.

Greetings, Gary, Putting it differently, the prime minister is troubled by the collaboration of China and Pakistan in the military-industrial sector. In a situation when these two countries join forces to develop new kinds of battle aircrafts (= in this context ), it is difficult for Indian government to enter into good-neighbourly relations with these countries because it is concerned about its own safety, however keen it may be to establish such relations.
