Consider these examples.

Tom got his degree in the year 2005. Sometime between 1/Jan and 31/Dec 2005.



Tom got his degree by the end of the year 2005. Sometime before 1/Jan 2006. Maybe before 2005, maybe during 2005.



Tom got his degree by 2005. Probably before 2005. But possibly in 2005, ie not 100% clear.
