In the theatre

1-Chairs had been broken in the theatre.

Can't this sentence mean two things:
a-Chairs in the theatre had been broken. (The chairs belonged to the theatre.)
b-Chair were brought in from the outside and had been broken in the theatre. (Unlikely but not impossible)
