"in the shelf" or "on the shelf"?

Hi, there!

Here is my question.

Which do you say,

"There are many books in the shelf." or "There are many books on the shelf."?

Do you say "on the shelf" even if the books are in the lower part of a shelf?

Thank you all for your help!
