In the sense THAT/WHERE GO THROUGH/WORK

How would you properly say this?

- He's naive in the sense where/that if one were to say X, he'd believe him.

- Your debit card (payment) didn't go through. It was declined. (go through natural?) which phrasal verb to use?

Thank you
