In the past year

1. I went to Australia last year.

2. I have gone to Australia in the past year.

I know it is perfectly alright to use past simple for the first sentence.

But why do you use present perfect "have gone" for the second one ?

"Last year" is some time between 1.1.2014 and 31.12.14. This is a past, finished period. Past simple is correct in this case.

"the past year" is (more or less) 18.10.14 to today. It is period starting in the past up to today. Present perfect is correct here.
