In the past, were or was?

In the past, there were many projects conducted by Ministry of Education or local governments, such as ICT PD (ICT Professional Development) School Clusters Programme, TELA Scheme, Generation XP, FarNet, Notebook Valley, CIH (Computers In Homes), ENROL (new electronic enrolment management system) and so on (Kwok-Wing & Keryn (2006)).
