What exactly is the meaning of 'in the name of'? Is it always used in a sarcastic manner?

For example,

War in the name of peace.

"In the name of ..." can mean "by the authority of..." or "for the sake of..."
Here I think it has the second meaning, i.e. "War for the sake of peace."
