The average height is between 5’5 and 5’9. Is it correct to say : I’m in the lower average.  (I’m 5’6)Thank you

I might say eg I'm low average.

Although most people may understand what you meant. However, to be technically correct, I think the meaning of range and average need be clarified. If we talk about a range/spectrum of some kind, as in the tracking of a stock price for the last 3 months. We are talking about a lot of numbers, A-Z if you will, and everything in between. This is referred to as a "range" which consists of the lowerest to the highest and every number in between. With this concept, then yes, you can say " I am at the lower end of the spectrum."

On the other hand, an average is obtained by this mathematical representation: n1+n2+n3+n4..../ 4. For this example it is n1+n2/ 2. which is, 5'5" +5'9" divided by 2 =5,7" which is the average. Therefore we can say ( for example)" The average height of Chinese men is 5'7" but I am below that.
