Should I use the simple past or the present perfect with the prepositional phrases below?

It depends on the sentence. There is no hard rule on this.

In the past year, Bob sold a lot of cars.
In the past year, school attendance has improved.

By the way, "in the last year" would usually be rendered as simply "last year".
