In the grand hall

The contest will be held in the grand hall at the NY City Hall.

On the above sentence, "in the grand hall at NY City Hall" is it correct?

How about "in the grand hall in the NY City Hall"?

or "in the grand hall of the NY City Hall"?

The sentence sounds odd to me partly because I don't think there is anything that is referred to as "the grand hall" in New York City Hall, and partly because the repetition of the word "hall" in the sentence is awkward. How about this: - The contest will be held in the Blue Room at NY City Hall.
