Are they the same meaning?

I'd say 'yes', although I'm quite unfamiliar with 'future years'.

3)We do not foresee any major changes in the coming years. (optional "the")

4) We do not foresee any major changes in the following years. I believe this usually refers to past events - that is, the years in the past which followed some event in the past.
Although the revolt was significant, we did not see any major changes in the following years.

I'd say the first three mean the same thing, but I'd exclude the fourth.
