In the future or now?

I can't understand the following sentence.

The nuclear authority will now check the water, temperatures and pressures in the reactor while it is in full operation.

Is it in the future or now? It is used the wird will and now. I read the news today.

I was so confused, so I read the word in the future in this sentence. There is no FUTURE in this.

I suspect that the context will verify that this should be read as

The state of the agreement now (= at this time) is that when the procedures take effect (= in the future) the nuclear authority will check ....

because the terms of the agreement have been changing over the last few months.
