In the evening of Dec. 13

http://www.nbcwashington.com/news/local/Loudon-Hit-and-Run-Crash-136046013.html
The crash happened in the evening of Dec. 13 near the intersection of S. Cottage Road and S. Fox Road in Sterling.

Why would it be correct to say in the evening of Dec. 13 instead of "on the evening of Dec. 13"?
