In the case of him or In his case

Please look at the following
1.In the case of him, we'll not grant permission.
Does the above mean "We will not grant permission to him"?
Now can I also say it this way
In his case. we'll not grant permission.
I mean to ask Are "In the case of him" and "In his case" same?Can I use interchangeably?

Do "In the case of him" and "In his case" both convey that we are trying to refer to that person?
I mean Can I replace them with say, "with regard to" or "regarding"?
And can we use "In his case" mean that his legal case or something? and "In the case of him" to refer to him.This way we can distinguish them.
