Every adult is welcome to join the game. As for/Concerning/Regarding children, however, we need the approval of parents.

Could I use the second version to render the first? Thanks.

I agree with you on "in the case of children."

But does 'approval" mean about the same as "consent" in the base sentence?

Consent is more deliberate. It expressly gives permission. You can quietly or tacitly approve without giving consent.

As for the rest, I'd omit that opening entirely. Children, however, require the consent of a parent.
