In the bus

Usually, people say on the bus. For example, "There are many passengers on the bus."

I am going to make up an example below.


(ex) There are many seats in the bus.

I think I should say "in" the bus when I am talking about seats. "seats on the bus" sounds like they are on top of the bus. What is your opinion? Thanks.
