For a speaking English,Do you use "in terms of"?

Well, in terms of bike parking, my friend kyle also mentioned.....

and is it ok to change "in terms of" into speaking of/ takling of ?

I think you have it backward. "Talking of" is lower register than "speaking of."
"Talking of X" should not be used in formal English. Use "speaking of X."

No. Actually, I think Jim brought up the difference in usage between "talking of" and "speaking of." It gets pretty tricky. There are several threads dealing with the subject.

Sometimes you can get away with a usage in casual conversation which you should not use in formal English.

I believe Jim suggested that you should not say "Talking of X, I think we should consider Y.
