The thing is that people from the Czech Republic are not native speakers and they learn English and most of them is still not so good so they make mistakes a lot... another thing is that if something is for sale and "in stock" they naturally use preposition "on" in this meaning so this is why they are used to say "on stock" instead of "in stock".
