In sentences like this should I use "during' or "in"? That depends on what meaning you want.
"during the war" could just mean 'at the time of the war'. But often it is quite clear that it means 'taking part in the war'.
"in the war" means 'taking part in the war'.

'During the war, he was hiding in another country.'
'In the war, he was fighting against invaders from the north.'
'During the war, he was fighting against invaders from the north.'
