In reported speech

Modal verbs don't change in reported speech.

a is not needed before reported, right?

2. Modal verbs are not changed in reported speeches.

I wouldn't use either. I would use 'in reported speech'. The countable form of 'speech' naturally refers to a formal oration, not the spoken word.
