Is it gramaticaly correct to say "In regarding to" follwed by a noun. For an example, "In regarding california, it is a beautiful state"

Hi, 'With regard to' is more natural. Have you considered saying simply 'California is a beautiful state'? 'With regard to' is natural only in a context in which you have been previously discussing something other than California.
