In regard to shortagenext

There are still 7 rejects that have been returned, if the shortage cannot be made up by the end of this month, the corresponding payment will be delayed to next month.

Should I place a preposition in front of "next month" as the above shown " to be delayed to next month", or just say " to be delayed next month "?
