in prison/ at prison?

Same question in colors:

in prison vs. at prison ?

in the hospital vs. at the hospital ?

Does "he is in prison/in hospital" here mean a prisoner and a patient respectively whereas "at" a visitor of a prison and a visitor of a hospital respectively?

Could you please assure me of the right answer to my enquiry?

Thanks.
