Vocabulary

in place

1. Windows and doors can be more strongly constructed and can be sited in places that are well-lit.

2. Although the tightness of regulations upon boxing varies from country to country, only a handful of countries have some kind of ban in place.

Q) I think "in place" in #2 does not affect the meaning of the sentence, thus it can be omitted, while "in places" in #1 is necessary that is modified by the relative pronoun "that."
If not, what is the meaning of "in place" in #2 and what can replace with it?
