So here we can use cardinal numbers and ordinal numbers interchangeably? That's strange.

In Polish we can say:

(In) the first picture ...
The picture number one ...

but not The picture one.

So here we can use cardinal numbers and ordinal numbers interchangeably? That's strange. No, you can't. 'Interchangeably' means that you can replace one word with the other without changing the rest of the sentence. And you can't do that here. ie You can't say

In picture first

In the one picture ( <<< well, not in the context you mean)

In Polish we can say:

(In) the first picture ...
The picture number one ...

but not The picture one.

but not The picture one. You didn't ask about 'The picture one'. You asked about 'In picture one'. The former is not correct. The latter is OK in technical-oriented writing, but is not good in formal English.
