Which is correct please?
$4000 for a photographer is not in/within our budget. We only have a budget of $2000.

Both. I have no preference on this one.

'in our budget' suggests that we failed to budget for it. It's not on the list of things we've agreed on.
'within our budget' suggests that we are still trying to budget it, but we don't have enough money to include it.

How would you phrase this please?
Though the quote you were sent is way off your budget, I don't think we can revise/lower it since as it stands the quote is already very low. I can't do another 20% off.

Those are fine. I'd probably say 'now', not 'to date', but both are correct.
