IN or WITH/FOR or NO FOR

How to properly say this? Would I have to rephrase?

1 That bottle is too small to be one gallon./for it to be one gallon.

2 You can't go out WITH/IN just a sweater, let alone WITH/IN a shirt. It's too cold.
