'In' or 'of' in 'tactics __ using'?

Which preposition should I use? 

Terrorists could have different tactics (of/in) using nuclear materials.

Terrorists have different tactics = they use different ways to create terror. ) I am assuming “weapons” was not intended, but “materials” as in creating fear of radiation.

Since one of these tactics is the use of nuclear materials, it would make more sense as:
“Terrorists could have different tactics with nuclear materials.” (Meaning “IF” they had them.)
