In the following sentence, I see in and by in front of 2000. And I am not sure if there is differnce. If so, what is it?

( the graph compares the rate of smoking in men and women from 1964 TO 2000)

This number decreased to 500 by 1964 and continued to decrase but steeply to 250 in 2000. The figure began to decline and had dropped to 200 by 2000.
