Thank you for your time Clive.

Can you please give me some sentences that contain " at the city" or "at (city's name)"?

Hi,

It's not natural to say eg 'at London'.

You could say eg 'at London airport', but here 'London' is used adjectivally.

It is possible to say 'Our plane landed at Los Angeles en route to Bogota', but the concept is the same as for 'airport'. 'At' is used for places conceived of as one-dimensional 'points', while 'in' is used of 2- or 2-dimensional 'areas', which cities usually qualify as, conceptually.

So my question is :

Is it possible to say that a governmental or religious building or place is "at" the name of the city.

Example: The Holy Mosque at Makkah.

Yes, that is possible. As I said, we usually think of cities as 2-dimensional areas, so 'in' is more common.
