In, On Street

Google searches suggested that "in the street" and "on the street" are both in common use. A particular example is:

"Britain was shocked by the killing of a serving soldier by two men shouting Islamist slogans. The attack, in a busy inner-London street, was recorded on smartphones and widely broadcast. "

Dictionaries don't seem to make a distinction between "in" and "on". Are native speakers aware of any differences between "in the street" and "on the street"?
