I would have trouble with C. It needs to say "the country" not "a country."

I'm not confident. I wonder whether "most" means superlative degree successfully .
I feel "most magazines" means " almost all magazines"

Hi, yes you are right to worry about 'most'. It isn't appropriate here as just because Japan publishes more than other countries, it doesn't mean it publishes most magazines. Try again using 'more...than.'

C - the country is correct. There can only be one country that publishes the most, therefore 'the'. 'A' would mean that Japan is only one of the countries that publishes more magazines
