is the following sentence grammatically correct?

You need a capital letter at the beginning and a period at the end, too.

I would call it 'borderline acceptable'. Here's a better version:

In my opinion she isn't as good an actor as he is.

None of these is even borderline acceptable in British English. The 'of' needs to be omitted.
