In Moderation

"Caffeinated drinks in moderation are generally considered safe, but consuming too much caffeine may present health..."

"In moderation" describes the manner in which some activity is carried out. Is "caffeinated drinks in moderation" wrong, because "caffeinated drinks" is a noun, not an activity? Would adding "consuming" to the front make it better?

It is not wrong. The sentence should be understood as "consuming caffeinated drinks in moderation". The word "consuming" should be assumed by the reader.

Although understandable, I beleive it's semantically incorrect.. . I would write:

Moderate consumption of caffeinated drinks is generally considered safe, but consuming too...

"Consuming alcohol in moderation is safe."

is correct, and this:

"Alcohol in moderation is safe."

is not correct?

I sure wouldn't use it, and I beleive it's incorrect. You may want to hear what other members have to say about this, though.
