According to surveys, women who buy smartphones were usually more concerned about price than men. So, manufacturers are also coming out with new smartphone models in lower prices ranges.

Does "coming out with" in the above mean "producing?"
Besides, is it all right to replace "in lower prices ranges" with "at lower prices?" If not, why not? Thanks.
