In line to do

1. Graham is in line to start and finish his career in Philadelphia.

2. Janet Yellen is in line to become the first female US Treasury secretary after Democratic President-elect Joe Biden chose her for the ...

3. One student is in line to be editor of The Daily Musket next year.

4. Texas is in line to get clean energy tax credits.

It looks like in each sentence, the to-infinitive "to start", "to become", "to be", "to get" grammatically modifies the noun "line".

Am I right?

With this analysis, the sentences read well to me.

And it seems to be the same case as "I'm not in the position to give an order", here, "to give an order" grammatically modifies "the position".

And similarly to "in line to", in this sentence A, "(A) Horses with a specific lameness in one forelimb are at risk to develop the same condition in the opposite forelimb.", "to develop" seems to grammatically modify the word "risk".
