in its instrumental sense?

It was simpky not consistent with the narrow interpretation of the Article as a codification of implied powers doctrine in its instrumental sense. What does 'in its instrumental sense' mean in this sentence? As opposed to what sense? Thanks

Without knowing more, this is a difficult sentence to explain. I believe that by "instrumental sense," they mean the practical effect. That is, how the doctrine is applied by some agency or group of persons.
