can I say,

(a) The hot air balloon is steadily flying up in / into the sky.

(b) The hot air balloon is raising (up) steadily in / into the sky.

2. it depends on where is the balloon. If is already in the sky I would say in, if it's on the ground or near the ground I would say into.
