In handling (of) legal documents

Hi all, thanks for reading my question again. I saw this on a web-site:

"Graduates should be able to assist in handling of legal documents and to follow related procedures and practice in the legal sector."

First, I don't understand why we say "....assist in handling of legal documents....." Can we ignore the of and change it to "assist in handing legal documents...."?

Second, "...and to follow related procedures......" I think we should ignore the to as it is duplicated.

I think the sentence should be written as ""Graduates should be able to assist in handling of legal documents and to follow related procedures and practice in the legal sector."

Can somebody pls comment.
