"In front of the building will be convenient."

"On the agenda was easing the commute and custom procedures."

I think that it is an inverted sentence so it can be rewritten to "Easing the commute and custom procedures was on the agenda." and the subject is Easing...procedures, But I l also heard that preposition phrases can be a subject like the following.

"In front of the building will be convenient."

And then can we just say On the agenda is a subject?
