I can tell what you're trying to say, but it is not natural. Maybe "Didn't they vote in favor of mandatory uniforms?"

In this case, you cannot end the sentence with a preposition. The object must follow it.

"Use of uniform" is not grammatical. You need the plural form.

"Use of uniforms"

But we wear uniforms, not use them.

The passive voice (voted) is very odd here.
