In English sentence there should be concordance between tenses...

In a certain English sentence there should be concordance between tenses. But what does this exactly mean? Does that mean that if present perfect tense is used in the first part of a certain sentence then the second part of that sentence should also use present perfect tense or can that sentence use any aspect of present tense like progressive, perfect, indefinite, active voice, passive voice, etc?
