In effect

Can we use 'in effect' in the middle of a sentence? Is a comma necessary? All this talk about fight on drugs is, in effect, a farce on the public.

You can use it in the middle. I'm not sure that the commas are always necessary, though-- they seem to slow down your sentence too much.
