When not searching for drugs, he was using them in detrimental quantities.



Should the bolded phrase above be set off with a comma? I can't tell if this sentence is restricive or nonrestrictive. Are there instances like this when comma use is at the author's descretion?

In a normal sentence I would not use a comma, but if you wanted to emphasise the large amount he was using, you could insert the comma.
