Hello Mr.Clive,

I am very grateful to you for your quick reply. I really appreciate your help.

Now regarding to my question you I should use "on".

1.1.Everyone congratulated Mr.X for his success on catching the burglar.

Thanks and regards.

I hope Clive will excuse me for jumping in while he's offline...

Clive said "you congratulate someone on something", so "on" has to come before "succes": Everyone congratulated Mr X on his success in catching the burglar. You succeed in something, so incatching is correct.

In my experience, both for and on are used after 'congratulate' and 'congratulations', although Google has on in the lead.
