In and within

If I write "I'll ship the goods in 4 days." in a business letter, does this mean

I'll ship the goods within 4 days, or after 4days?

This is really confusing...

I'll ship the goods within 4 days, or after 4days?

In most cases, I'd take it to mean 'at the end of a four-day period'.

But it's often unclear whether that means, for example, complete days, or including the day on which I say this.

To me it means that if I write the letter on Monday, I'll ship the goods on Friday -- not before or after. In other words, I will wait four days and then ship the goods.
