In accordance / compliance with

Hi,
are these two words synonyms, please? They seem the same to me.

Can I use them in the following sentence?
The research must be carried out in accordance / compliance with the terms.

I'd use accordance . To accord suggests to agree, to match. To comply suggests to obey, to submit.
