[In a world that] the rate of technological and social changes accelerates [frighteningly], change [itself] often seems to be the [only constant]

This is on page 847 #21. Only one bracket contains an error.

Why is [in a world that] wrong? Shouldn't [only constant] be changed to [only constant one] or smth?
